Experience

Clay Clarke brings significant experience advising public and private entities on carbon markets regarding policy analysis, and the development, contracting, and due diligence of greenhouse gas (GHG) offset projects.

Clay has more than three years of experience consulting exclusively on carbon markets in the U.S. and Europe. He has consulted on the negotiation and drafting of emission reduction purchase agreements (ERPA) for more than 30 GHG offset projects, and advised government and private clients from a variety of sectors on GHG offset requirements in the voluntary carbon market (CCAR, VCS, CCX). He is also an expert on the requirements and market mechanisms of the Kyoto, EU ETS, and emerging U.S. emission trading schemes.

Previously, Clay had seven years of experience representing the State of New Mexico in the drafting and implementation of environmental laws, environmental compliance litigation and facility permitting under the Clean Air Act and other environmental laws.

Clay has an LLM in International Energy and Environmental Law from K.U. Leuven in Belgium, with a focus on climate change law and the use of market mechanisms to achieve GHG reductions.
